List of CHSA services:
- support of documents sent to the central authorities with proposals that relate to the functioning of administrative-territorial units;
- assistance, participation and development of draft programs for socio-economic and cultural development;
- assistance, participation and development of draft budgets of all levels;
- assistance, participation and development of business plans for investment projects;
- assistance, participation and development of sectoral technical documentation for projects financed from the budgets of all levels;
- organization of comprehensive cooperation between administrative-territorial units in trade, economic, scientific, technical, humanitarian, cultural, social and other areas; - development and implementation of inter-territorial and international cooperation programs;
- conducting a public examination of draft regulatory legal acts and other documents; participation in the implementation of state regulatory policy;
- preparation of own proposals for draft regulations and other documents aimed at reforming the management system, monetary relations, civil society institutions, administrative-territorial units, raising state norms and standards;
- provision of consulting, organizational, methodological, legal and other assistance to members of the organization, local governments, local executive authorities, central executive authorities and representative bodies of the national level;
- promotion of cooperation and organization of interaction with research, analytical and other organizations and foundations, including international and foreign public authorities, local governments, non-governmental organizations, their associations, other legal entities and individuals;
- support for entrepreneurship, assistance in establishing new contacts, searching for new markets for raw materials and sales of products, assistance in the efficient use of local resources, the use of new methods of cooperation, mutual assistance, mutual exchange of benefits, increasing the level of social responsibility;
- assistance to public authorities, local self-government in the consideration and pre-trial consideration of issues and solving problems in relations with citizens, entrepreneurs, organizations and enterprises of all forms of ownership;

- organization, holding and participation in conferences, congresses, symposiums, seminars, round tables, presentations, competitions, forums, meetings, meetings, meetings, debates, trainings and other consulting, deliberative, representative, informational and educational events;
