About CHSA
The Council of the Heads of State Administrations
was registered on the 31 May 2013.
The purpose of the Council of Heads is:
- The country`s prosperity and well-being of citizens;
- Care about future generations of Ukrainians, their environment, intellectual, cultural and spiritual potential;
- Formation, development, strengthening the functions and duties of the local administrations, joint efforts and powers of the authorities with the rights, freedoms and interests of citizens;
- The harmonious union of state and public interests, taking into account the features of the local administrative and territorial development;
- Research, compilation and dissemination of advanced, modern experience management areas, local authorities, local authorities and others;
- Revival of Ukraine as a center for knowledge, innovation and progressive development;
- An equal partnership with other countries of the world;
- The protection of rights and freedoms, the satisfaction of the public, namely the social, economic, scientific, environmental, creative, age, health, cultural, spiritual, and other common interests of the population of the administrative-territorial units of local and regional communities, as well as members of the organization who are based on a targeted, comprehensive and integrated development of the economy, humanities (social-oriented) programs, livelihood, security of life, etc.
Membership (participation) in the Council of the Heads is an individual and voluntary. Members (participants) of the Council of Heads may be citizens of Ukraine, foreigners and stateless person who reached 18 years of age and who is (was) involved as chairman of the local state administration (administrative unit), or his deputy, as well as equated personality and serving the higher levels that recognize the Charter of the Council of Heads, have agreed to comply with its requirements, want to achieve the goal of the Council of Heads, paid the entrance fee and membership dues.
Associate members of the Council of Heads can be individuals, businesses, institutions, organizations and enterprises of all types of property - partners of the Council of Heads that recognize the provisions of the Charter of the CHSA, the purpose and the main activities of the organization, and have made a significant contribution to the development of the Council of Heads.
